Think about the work of Fabian Ware and the Commission. What kind of problems do you think they might have come across? Make sure you consider emotional issues such as what the families of the dead might want for their loved ones and themselves as well as the more practical side of what would be involved. Make a list of the problems – you will need these for later.

Look back to your list from Stage 1. How many of the problems did you anticipate? Did you think of any that aren’t mentioned in the pop ups?

With a partner, look back over your lists and decide under which of the two headings each problem should come. Now imagine you are Fabian Ware and each write a paragraph explaining how you have tried to make sure all servicemen and women were treated equally.
