Think about the work of Fabian Ware and the Commission.
What kind of problems do you think they might have come
across? Make sure you consider emotional issues such
as what the families of the dead might want for their
loved ones and themselves as well as the more practical
side of what would be involved. Make a list of the problems
– you will need these for later.

Now use the pop up buttons in this section to learn
more about the work carried out. For each pop up section,
write a short outline of the problem and make a note
of anything that shows how the Commission tried to treat
everyone equally.
Look back to your list from Stage 1. How many of the
problems did you anticipate? Did you think of any that
aren’t mentioned in the pop ups?
Write these two headings at the top of your page:
LOGISTICAL PROBLEMS
(Difficulty with obtaining and/or transporting people
or objects)
MORAL DILEMMAS
(Difficulty in deciding what’s right or fair)
With a partner, look back over your lists and decide
under which of the two headings each problem should
come. Now imagine you are Fabian Ware and each write
a paragraph explaining how you have tried to make sure
all servicemen and women were treated equally.
