The memorial was designed by Harold Chalton Bradshaw. Bradshaw designed several First World War cemeteries and memorials for the Commission including Ploegsteert Memorial in the village of Ploegsteert in Belgium.


The memorial stands on a terrace at one end of Louverval Military Cemetery, and surrounds a Stone of Remembrance. It features sculpture by Charles Sargeant Jagger. Considered one of the greatest British sculptors, Jagger is best known for his war memorials. He was born in 1885 and served in Gallipoli and on the Western Front.

The British architect was born in 1893. His work includes several First World War cemeteries and memorials including the Cambrai Memorial to the Missing in France and the Ploegsteert Memorial to the Missing and its cemetery in Belgium.
