This guide is intended to help potential suppliers understand how the Commission does business and what opportunities are available.
With 1.7m casualties of the two World Wars commemorated at 23,000 locations, in more than 150 countries and territories across the globe, procurement is carried out by each of the Commission’s five areas; Africa and Asia, France, Central and Southern Europe, Canada America and the Pacific Area, UK and Northern Europe, as well as at its Head Office in Maidenhead and by our charity, the Commonwealth War Graves Foundation
How we buy
The Commission has established the following tendering procedures:
Tendering thresholds
Total Contract Value* | Procedure |
Below £5,000 | At least one written quotation is required |
£5,000 to £25,000 | Value for money will be sought by inviting at least three written quotations using either open or closed tendering. |
£25,000 and over | A formal competitive tender process will be carried out on the CWGC e-Procurement portal (See current tendering opportunities below) |
*The Total Contract value is calculated on the total spend over the life of the contract. For example, a service contracted for a period of four years, costing £40,000 a year, has a total contract value of £160,000.

We also, where required by national regulations, advertise on national procurement portals (i.e. in the UK, our tenders are also advertised on the UK Government’s“Contracts Finder” Service.
What happens next?
If you see an opportunity that you wish to tender for, click on the link to request further details or, if directed to our e-Procurement Portal, to register with the portal and express your interest.
Completing the tender documents
Notes of guidance are provided with all tender documents. You must complete and return the tender as instructed, by the given date and time. Tenders submitted after the deadline will not be accepted or read.
Award of contract
Contracts and/or Framework Agreements are awarded to the supplier, or suppliers, who submit the 'most advantageous tender (MAT)’. The evaluation criteria, scoring method, scores and weightings will be clearly documented as part of the Invitation to Tender documents.
We will notify all unsuccessful tender applicants in writing and provide feedback on why your tender was unsuccessful.
